Trump announces an "energy truce", then Russia strikes a Kharkiv power plant
On Sunday Donald Trump announced an immediate energy truce between Russia and Ukraine. Soon afterwards Volodymyr Zelensky reported a strike on the EC-5 heat and power plant, which heats about 23% of Kharkiv.
Trump announced the truce on Sunday afternoon on Truth Social. According to Axios, citing a White House official, it covers only attacks on refineries. Zelensky admitted that Kyiv was surprised by the announcement. Shortly afterwards he reported a Russian strike on the EC-5 combined heat and power plant in Kharkiv, which supplies about 23% of the city's heat. The extent of the damage has not yet been given.
The Russian diesel row
Seven senators from both parties – Shaheen, Blumenthal, Wyden, Tillis, Collins, Murkowski and Curtis – are urging Trump to back out of a deal with Russia for 4.8 million tonnes of diesel. Sanctions have been suspended for it until April 2027. Treasury Secretary Scott Bessent says the deal is legal. According to the Financial Times, US officials also threatened Kyiv and European capitals with halting weapons and intelligence if Ukraine does not stop hitting Russian refineries.
Poland and the Warsaw Security Forum
Zelensky told ABC he would hold elections if Putin agreed to a full 60-day ceasefire. Donald Tusk spoke with him on Sunday. "I am absolutely certain that no one and nothing will break Ukraine and its president in their fight against Russian aggression," the Polish prime minister said. On Monday the Warsaw Security Forum opens in Warsaw with more than 2,500 participants from 90 countries.
