Sejm committee backs bringing Glapiński before the State Tribunal
A parliamentary committee on Friday adopted a report on the motion to bring the NBP governor before the State Tribunal. The Sejm will decide what happens next. The NBP considers the charges groundless.
The report was adopted on Friday 9 October by the Sejm's Constitutional Accountability Committee. Eleven MPs voted in favour, 8 against and 2 abstained. According to Interia, the committee upheld 8 charges. It met 33 times, and its work began in May 2024. The motion named more than 60 witnesses.
What the charges are about
According to Rzeczpospolita, the charges include indirect financing of the deficit through purchases of bonds and other assets in 2020–2021. They also concern running the purchase programme without authorisation from the Monetary Policy Council, and currency interventions without authorisation from the NBP management board. The central bank considers the charges groundless.

“The committee found that all the charges are justified,” said committee chairman Zdzisław Gawlik (KO). Iwona Arent (PiS) said that “de facto, this is driving the National Bank of Poland into paralysis”. Glapiński himself said earlier, as quoted by RMF24, that “the Sejm and the government have no right whatsoever to interfere in the monetary policy pursued by the central bank”.
Next steps in the Sejm
The report now goes to the Speaker of the Sejm. According to Rzeczpospolita, the Sejm needs an absolute majority with at least 230 MPs present. Krzysztof Szczucki (Rozwój Plus/PiS) argues that, under a Constitutional Tribunal ruling, a qualified majority is required. If the Sejm adopts the resolution, the NBP governor is suspended from his duties. The date of the vote is not known. Glapiński's second term ends in June 2028.
