Poland's 2027 budget in parliament, with a deficit of up to PLN 281.2bn

The draft budget for 2027 has passed its first reading in the Sejm. The government plans revenue of PLN 696.4bn and spending of PLN 977.6bn.

The first reading took place on Thursday 8 October. The bill was sent to committee, and there was no vote on a motion to reject it. The government assumes real GDP growth of 3% in 2027 and average inflation of 2.8%.

Spending and revenue

The government wants to spend PLN 198.1bn on defence, or 4.51% of GDP. Health care is set to receive PLN 274.1bn, PLN 26.3bn more than a year earlier. VAT is expected to bring in the most money: PLN 363.7bn. The budget plans PLN 94.6bn from corporate income tax (CIT) and PLN 33.4bn from personal income tax (PIT).

Dispute over the Tribunal

The dispute centres on the omission of the Constitutional Tribunal's spending plan from the budget. The president's spokesman Rafał Leśkiewicz said: “This is completely against the law.” There have been signals that the president may not sign the bill.

Finance minister Andrzej Domański responded on TOK FM radio on Friday morning: “Fortunately, the president can veto a great many laws, but he cannot veto the budget act.” He added: “We are prepared for various scenarios.”

Timetable

The second reading in the Sejm is scheduled for 2 December and the third for 4 December. The Senate will take up the bill on 8 December. The president will then have 7 days to sign it.
